Nbn setup not working

Hi @David_M
As you suggested, I have re-plugged the NCD and modem. You said to contact you if I have a problem so...I would like to have the NBN operational if possible.
My and NCD is plugged in, and has been for a while. Lights on the NCD are flashing not solid.
I followed the video and booklet instructions. 
What now??
