We are having the NBN connected to our appartment next week, it was connected to our block about four weeks ago. You have asked that the tech has access to the communications room, does that mean the NBN box which is located in the underground garage ? That box is locked, does the tech have a key ?

I would say the NBN guys have a general key that should open the box.

The issue will be making sure the NBN techs have access GETTING to the box which will be your responsibility.
