France data roaming not working

I am in France and my data roaming is not working. My mobile data and data roaming are both on. My network indicates Orange France 3G. Please help me resolve.

Did you nominate a prepaid balance for your international roaming? Kindly send me your TPG customer ID or mobile number, so I can have it checked.
