Unable to receive calls on roaming

I have two sim only plans. Roaming switched on and registered on a local network in Bulgaria. Able to receive sms but not able to receive phone calls. Unable to make calls or send sms. What am I doing wrong? I have restarted both devices.

Were you able to use the service before? What troubleshooting have you tried so far aside from restarting the phone?

Did you try to connect to the local network manually or is it set automatically?

From Aus, yes. Ive not tried roaming before. Yes, I have connected both manually and automatically.

Solution from @BasilDV was to load a prepaid balance as that is needed even to receive calls. All issues resolved once prepaid balance loaded.

Yay! Glad to know it is all sorted out by just adding prepaid balance to the service. Please create a new thread for future inquiries.
