How do I report a VOIP landline fault to TPG and have my home phone service resumed?

My fhome phone service is VOIP through the NBN (HFC).  How do I report a service fault to TPG?  Instead of dial tone there is a high pitched screeching sound.  When dialling my home phone number from outside there is no ringing sound - only silence - before being disconnected.  Thank you.
