Phone line not working

Hi.
My phone line is not working at my mother house. The account is under my name.

When I try to call in it says " cannot be connected please try again later, oca 0188"

What is the issue?

I've encountered the exact fault with the same message, even though the service test is showing that there are no issues and NBN is showing that there are no issues at my address.

As noted in my post.  I am having the same problem.

 

The last call received to our number was two days ago from my husbands office.  There is no problem there.  I have checked the connections at our home and all are correct.  The phone appears to be still connected to an open line at the exchange.
