I can't download or send TPG emails from Outlook 2013 on Windows 11. These are my settings:
Incoming
Protocol: POP
Username: TPG email address
Password: TPG email address password
Mail server: mail.tpg.com.au
Port & security type: 995 & SSL
Authentication: Enabled/password
Outgoing
Require sign in: Yes
Username: Your TPG email address
Password: Your TPG email address password
SMTP server: mail.tpg.com.au
Port & security type: 465 & SSL
Authentication: Enabled/password
I am having the same issues this morning also.
Have reported to TPG
Please try it again and let us know how it goes.

Also having difficulties with sending emails from Outlook.
I am using the "update your preferences" link on emails from a number of organisations, including professional and charitable, as I am gradually changing over addresses to another, more reliable, account. They then send an email to our TPG account to verify that I want to make the change. This can take ages to come through, and the latest trick from TPG is that I cannot send the reply to confirm it. Why ever not?
I don't want to DM you, TPG. I just want a service that works while I continue as a TPG customer. In the midst of all this, we received a cheery email from TPG promoting their mobile service. Really???

By "webmail", do you mean via the TPG postbox? I don't use it - Outlook is more multifunctional.
The message that keeps popping up when I try to access emails (and is on the screen right now, interrupting my typing) is attached under "choose file". I basically cannot reply to emails at present.

Hi @neates . Is this message coming from Outlook or some other part of Windows.
Do you have your username and password configured in Outlook?
What happens if you tick the box to save the password?

Can you try if you are able to reply using the webmail first to make sure that your account is working properly?
Also, you need to use the mail.tpg.com.au as server and username should be the complete email address.
We've deleted the attachment as the the username is viewable on it.

Did it work after changing the server, etc? Or you did not change anything?
