I can't make outgoing calls

I can't make outgoing calls. I get an engaged signal when I try it.

I can receive incoming calls.

I have powered off my phone, modem and internet box and still have this problem.

This has happened 2-3 times over the last 2-3 months.

It usually fixes itself after an hour or so.

Did you fix this error? I'm having the same issue and haven't been able to solve it yet.
