No dial tone and engaged signal when ringing number

No dial tone, and engaged signal when ringing the number. Only have 1 phone which I have tested on another TPG NBN Voip modem. All lights on the Archer VR1600v are normal (Phone 1 light green). Have restarted the VR1600v and NBN box several times. VR1600v System Log in Debugging has "Information: VOIP : Registed to Server Address...."

Ringing it it did make a ringing tone once on my mobile, then the engaged tone. From then it just goes straight to engage tone. Have tried the standard troubleshooting from the forums. Internet has no problems, only VOIP.

Any suggestions? Internet works so trying to avoid factory reset due to running a bridged network (annoying setup).

Your homephone is considered as a VoIP service, hence it should work since your internet is working.
